NY Winter Tournament

1. Matches shall be played in conformity with the rules of ENYYSA, USYSA, US Club and FIFA, unless otherwise stated herein. The Tournament Director shall be the final authority in all tournament matters.
2. Teams must provide the following documents in order to participate:
   a. All teams should have an official club or team roster form, including player names, birthdates, and jersey numbers. If using US Youth Soccer, the roster must be signed and approved by their association or league registrar. If using US Club, teams must provide an official US Club roster.
   b. All teams traveling from outside of New York must provide the documents listed in
   2(a) AND the New York Youth Soccer Concussion Compliance form, signed by all tournament participants and a parent/guardian.
3. Teams must check-in at tournament no less than one hour prior to their first match. If a team fails to check in prior to their first game and plays, they will forfeit that game. If a team fails to check in prior to its second game and plays, they will forfeit the remaining tournament games.
4. Player cards are not required for players printed on the official club roster (see Section 2): the official club roster provides proof of registration and date of birth. Player cards are only required for guest players that are not printed onto the official signed roster (see section 8).
5. Following the completion of check-in, no roster amendments of any kind will be accepted for the duration of the tournament and all jersey numbers on the roster must match the corresponding players on the field.
6. Maximum roster sizes for each team are as follows:
   U-9 & U-10 (7v7) – 14
   U-11 & U-12 (9v9) – 16
   U-13 & U-14 (11v11) – 18
   U-15 and older – 22 (18 active players per game)
   This is the maximum number of players allowable on a team’s roster. Teams must have a minimum of the number of players on the field for that age group (ex: minimum of 9 players for an 11v11 team). Non-active players (U15 & Older teams) may sit on the bench provided that they are in the team’s opposite uniform or obvious nonplaying/street clothes.
7. Guest players are permitted if they are either on the official club roster as detailed in Section 2 OR they provide an official player card that matches the player written on to the roster submitted at check-in. The maximum number of guest players is five per team. All guest players should be at the ability level for the tournament. Any teams with players exceeding age group restrictions will forfeit each game that player participates in.
8. No player may participate on more than one team playing in the tournament unless playing a year up.
   (A player can play max 2 years up)
9. All teams will play a minimum of three matches.
10. For all matches, the home team will get the first half kickoff, the away team will get to choose the side.
11. When possible, divisions shall be separated into equally sized groups with teams playing matches against every other team in their group. Groups shall be seeded and, when possible, drawn to avoid placement of teams from the same area in the same group.
12. All forfeits are recorded as 4 – 0, with maximum points being awarded to the team receiving the forfeit victory.
13. A point system shall be employed to determine the order of finish in group play, as follows:
    Three (3) points for a win
    One (1) point for a draw
    The teams finishing first and second, third and fourth in each group will qualify for the semi-final;
14. In the event of a tie in points after group play, the following tiebreakers shall be used:

16. Goal Differential (maximum of +/- 4 per game)
17. Goals Against (maximum of 4 per game)
18. Goals For (maximum of 4 per game)
19. Coin Toss or Penalty Kicks*
    *Depending on timing and teams’ circumstances at the time of the tiebreaker. If penalty kicks are possible and agreed to, they will occur 30 minutes before the semifinal or final that the team would advance to If there is a three-way tie, the tiebreakers shall be followed, starting at #2, until one team advances or is eliminated. Then, the tiebreaker will be started again at #1 for the two remaining teams.
20. For the small-sided ages U9-U12, we will be following the ENYYSA Rules of
    Competition. For U9-U11, the following rules apply:
    a. No Heading – if a player deliberately heads the balls the opposing team will be given an indirect free-kick at the spot of the infraction.
    b. No punting or drop-kicking by the goalkeeper.
    c. Build out line will be in effect. (ONLY for U10)
    d. For goal kicks, the opposition cannot enter the build out area until the ball is touched.
    e. When the goalkeeper gains possession of the ball, the opposition must retreat to the build out line. At any time, the goalkeeper may pass, roll or throw the ball into play, but the goalkeeper does so accepting the positioning of the opponents at that time (i.e. the opposition may not be behind the build out line yet).
    f. Offsides is enforced at the build out line.
21. The duration of matches shall be as follows for group play, consolation, and semi-final
    matches:
    U-10,11,12 50 minutes two 25 minute halves
    U-13,14 70 minutes two 35 minute halves
    U-15,16 80 minutes two 40 minute halves
    Championship matches:
    U-10,11,12 50 minutes two 25 minute halves
    U-13,14 70 minutes two 35 minute halves
    U-15,16 80 minutes two 40 minute halves
    If the two teams tie, two halves of time will be given as follows:
    U-10,11,12 50 minutes two 10 minute halves
    U-13,14 70 minutes two 10 minute halves
    U-15,16 80 minutes two 10 minute halves
22. In case of tie after extra time, teams will go to penalties. Each team will take 5 penalties. In case of a tie after penalties each team will be allowed to take an additional penalty kick until one team misses.
23. Every team must have two sets of uniforms: dark and light jerseys. When the color of the team shirts conflict, the team listed as “Home” must change to an alternate color.
24. Substitutions are unlimited and are allowed during any dead ball at the referee’s discretion.
25. If a player is sent off (red card or two yellow cards) during a match, that player will be suspended for the remainder of that match and the following match, at a minimum. If the offense is of a serious nature, the tournament director reserves the right to impose a longer suspension. All cards and their accompanying referee misconduct reports will be reported to ENYYSA for possible further adjudication.
26. All games are FINAL. No protests are accepted and the decision on the field is final. We will not review or consider any video evidence to contest any on-field decision.
27. Coaches are held strictly accountable for the conduct of their teams, parents and supporters.
    Abusive behavior toward the referee, opponents or tournament staff will not be tolerated.
    Such misconduct and breaches of sportsmanship shall be turned over to the Tournament Director and may result in immediate dismissal of the parties in question.
28. In the event of inclement weather, the Tournament Director reserves the right to amend, shorten, and/or cancel scheduled games due to unforeseen and uncontrollable circumstances. If inclement weather causes a lengthy delay, any games that have begun their second half will be considered final.
29. The Tournament Director is not responsible for games cancelled because of inclement weather or adverse field conditions. Such cancellations are for the safety of the players and referees and Starfire Sports is not responsible for any expenses incurred by tournament participants.
30. Snow inclement Policy – In the event of a snow storm the tournament director, may shorten, amend, or cancel games.
31. Tournament registration fees will not be refunded if a team withdraws from the tournament after the registration deadline and/or if the tournament is canceled for weather condition. If a team withdraws prior to the deadline, a team will be not issued a refund.

    if playing up).

    For the 2026/2027 Season
34. The following are not permitted on the NY Winter Tournament fields:
    a. Dogs or pets, except for designated service animals
    b. Alcoholic beverages, except in licensed areas
    c. Gum or sunflower seeds
    d. Smoking or use of tobacco products
    e. Outdoor grilling
35. All registrations, must be submitted through the Tournament platform.
36. Each club is responsible for paying a $150 registration fee for each team enrolled and slit the referee fees per each game as follow by category:
    1 person Ref system for U10-U12 (Teams slit $60 referee fee per game)
    3 person Ref system for U13,U14,U15,U16 ( Teams split $200 referees fee per game)
    Payments for referees can be made by Venmo, Zelle, Check, or Cash

 *IFK: When a player deliberately heads the ball in a game, an indirect free kick (IFK) should be awarded to the opposing team from the spot of the offense. If the deliberate header occurs within the goal area, the indirect free kick (IFK) should be taken on the goal area line parallel to the goal lines at the point nearest to the where the infringement occurred. This applies to all U11 and younger age groups in a competition.

^Both goals MUST be the same size; pop up goals may be used. All movable goals must be secured to the ground

 **Buildout Lines-Should be marked in a different color than the field markings, alternatively, FLAT line markers or FLAT cones may be used.

GAME DAY REQUIREMENT: ROSTER & PASSES

Team passes & rosters must all be issued from a single league (ex: CJSL/EDP or EHYSL or LIJSL…). Players must be printed on the Match Day Photo Roster, they may not be handwritten. Handwritten players will result in a forfeit.

Each team is responsible for bringing the following to each game:

1. Official Match Day Card with Photos:
   • 2 hard copies, one for the referee and one for the opposing team. Digital/electronic versions are not allowed.

All coaches and players credentials must be verified by the referee prior to play or they may not participate. No player may participate if they are not on a photo roster. In order to participate, a coach must be on a photo roster or must present a valid, physical pass to the referee.

A minimum of one carded COACH per team must be on the sidelines in order for the match to be played. A carded trainer may be on the sidelines in addition to a coach.

If you have any concerns regarding referee assignments, please contact the appropriate assignor. The assignor is listed in the host column of each match on the league schedule.

Names of the referees assigned by LISO will be listed on the match day card. If a referee is not listed on the LISO assigned game by 8pm on the Thursday preceding the match, email the assignor directly.

All scores must be reported no later than two (2) Hours following the game’s completion. From the event public page, click on Scoring Input, enter the  Event ID (54578), then the PIN number (2627).  Enter the Match Number and/or use the filters at the top to select your game, then enter the score and press Save. Both teams are responsible to report any erroneously reported scores no later than 48 hrs. after they are posted.

In the event of inclement weather, the home team’s club official, after inspection of the field, must notify the league no later than 2 hours prior to the scheduled starting time of the match that field conditions require postponement. If the visiting team is traveling 140 miles or more, the required notification period is four (4) hours. ONLY a club official may cancel a match. If a match is canceled, then the home team’s coach or administrator MUST notify the AWAY TEAM and center REFEREE by PHONE and email. The home team’s coach or administrator should notify the league and assignor, if you do not have the referee’s contact information, by email. Failure to do so may result in a forfeit as well as full referee payment.

If postponing a weekend game after 12 noon on a Friday, the home team must notify the assignor. Assignor contact information is located further down on this same web page.

A canceled game must be rescheduled within 48 hours. It is the responsibility of the HOME team coach to email the agreed upon rescheduled game date and time to wl@juventusnyc.com

Starting with the 2026-27 season/registration year, USYS age groups will move to an August 1-July 31 age-group formation cyle to better align players with their school-grade peers. Use the table below to see which age group the players will fall under for the 2026-27 season. Reference the US Soccer link/tool to quickly confirm the player’s age group based on their birthdate. The US Soccer tool will list three options, use the associated age group listed for the August 1-July 31 formation cycle.
